    • As I wrote recently, “if federal authorities were ordering cities to crack down on their local occupations in a concerted effort to wipe out a movement that has spread like wildfire across the country, that would indeed be a huge, and hugely troubling story. In the United States, policing protests is a local matter, and law enforcement agencies must remain accountable for their actions to local officials. Local government’s autonomy in this regard is an important principle.”
    • Rick Ellis published a piece on Examiner.com which quoted an anonymous source in the Justice Department who said that DHS and the FBI were sharing information and advice with local law enforcement agencies. But the source stated quite clearly that “while local police agencies had received tactical and planning advice from national agencies, the ultimate decision on how each jurisdiction handles the Occupy protests ultimately rests with local law enforcement.” He has since published an update stressing that federal officials played "no active role" in any of the crackdowns.
    • Among the “advice” reportedly disseminated by DHS was that cities should demonize their occupations by highlighting health and safety violations, and evict them without warning in the dead of night. As a supporter of the Occupy Movement and a civil libertarian, I find that offensive and inappropriate – DHS should be worried about terrorism, not political dissent.
    • PERF is not “shadowy” – they are quite happy to talk to the media and recently sent a spokesperson to appear on Democracy, Now! PERF is a membership organization without any actual police powers. It can’t “order” anybody to do anything and has no means to apply “economic pressure.” Its only “affiliation” with DHS is that PERF’s Executive Director, Chuck Wexler, also sits on a DHS “advisory board” (along with a dozen police chiefs, Maryland Governor Martin O’Malley and former Indiana Congressman Lee Hamilton).

    • Even where there has been coordination and direction from above, as in the epic cases of the Red Scare, McCarthyism, COINTELPRO, or now the War on Terror, what’s been most striking is how local police and officials have managed to manipulate that federal involvement to their own ends. As I wrote in the Boston Review:

       

      What history demonstrates is that police officers often use their powers, with or without federal prompting, as instruments of larger political purpose. The danger of cooperation between federal agencies and local police is not that the former will conscript the latter into repressive programs the latter would not otherwise pursue, but that it allows the police to apply the legitimizing gloss of national security to their own pet projects of repression. During the McCarthy era, for example, southern politicians and law-enforcement officers used the language of anti-communism to outlaw the NAACP and to arrest and indict civil-rights leaders for sedition. In the Denver case already mentioned, the police used the rubric of domestic security to keep track of not only the groups cited above but also a local organization working against police brutality in the city. This past summer, during the Republican Party convention in New York City, the NYPD preemptively arrested more than 1,500 protesters—some of them obstreperous, virtually all of them nonviolent—as well as innocent bystanders. How did the mayor justify the arrest and prolonged detainment of these individuals? By drawing parallels, according to The New York Times, “between verbally abusive demonstrators and the Sept. 11 terrorists.”

      … if all politics is local in the United States, as Tip O’Neill reminded us, it stands to reason that a good deal of the political repression is as well.

       

    • KARACHI, Pakistan — Pakistan on Saturday blocked supply routes for U.S.-led troops in Afghanistan and announced it would end the use of a Pakistani airbase by American forces, in retaliation for a NATO attack on a Pakistani border outpost that officials said killed at least 24 soldiers and injured another 13.

       

    • American forces were given 15 days to vacate the remote Shamsi airbase, which was secretly turned over to them after the 9/11 attacks. The decision to order the Americans out followed an emergency meeting of Pakistan’s top civilian and military leadership late Saturday to decide how to respond to the deaths of the soldiers.
